The UN’s International Telecommunication Union (ITU) estimates that 4.9 billion people are using the Internet in 2021, which is about 63% of the world's population.
This, of course, means about 37% of the world's population are not Internet users, and not surprisingly, most of these folks are in developing countries.
Key quote from the Washington Post's 1 in 3 people around the world have never used the Internet, a U.N. report estimates:
"... across the U.N.’s 46 least-developed countries, which include Afghanistan, Yemen, Niger and Mozambique, “almost three quarters of people have never connected,” facing obstacles such as poverty, illiteracy or limited electricity."
So we still have a long way to go before Internet usage is universal.
